A Bi-Level Expansion Planning Model of Transmission Systems Considering Short-Circuit Current Constraints

Abstract:With the consideration of optimal configuration of short-circuit current limiting measures in typical power system transmission planning, a bi-level planning model is developed for transmission system. The upper level model takes the minimum total cost of the transmission line and the current limiting reactor investments as its objective. Given the transmission line construction scheme derived by the upper model, the lower level model takes the minimum cost of the current limiting reactor investment as its objective. With the interaction between two levels, the overall planning scheme which includes transmission line construction scheme and current limiting reactor configuration scheme is finally determined by the upper model. A algorithm combining the genetic algorithm and the particle swarm algorithm is adopted to solve the proposed bi-level planning model. Results of the case study for an 18-bus system and its expanded system verify the feasibility and efficiency of the proposed model and algorithm.
