Abstract:To decide the best black-start mode for real power system, it is necessary that all the possible black-start modes be analyzed and compared synthetically. In this paper, the concept and algorithm of generalized assessment for black-start mode are proposed. This method analyzed the boundary conditions, technical problems and adjusted measure of each black-start mode, compared the cost and reliability, drew indexes of generalized assessment for black-start modes from aspects of timeliness, structure, economical efficiency and reliability. Afterwards, an assessment using DEA/AHP method for the possible black-start modes is given. This method could provide theory basis and decision support to dispatchers while choosing black-start mode.
