Abstract  In order to balance the reactive power outputs of the controlled generators and overcome the pilot voltage oscillation caused by the coupling among areas, a secondary voltage controller was designed based on adaptive dynamic programming (ADP). The utility function was built to minimize the voltage deviations of the pilot nodes with respect to their settings and balance of the reactive power outputs among the controlled generators, and hence the cost-to-go function was constructed by accumulating utility function in future. A critic neural network (CNN) and an action neural network (ANN) were structured by BP neural networks for the secondary voltage controller design. All the designs were completed by the critic network and the action network’s off-line training and on-line application. The principle of Bellman optimality was employed to train the two networks iteratively. The momentum factor was introduced to overcome the pilot voltage oscillation. Simulation studies on a real provincial power system validated the correctness and effectiveness of the proposed method.
