Abstract  Optimization of distribution network maintenance scheduling plays an important role in improving the reliability of distribution network power supply. Thus, a bi-level optimization model considering the economy is constructed based on the load transfer matrix and flexibly defining maintenance constrains. The flexible definition of both simultaneous and mutually exclusive maintenance constrains, which maintain the devices timely, can reduce the load of blackout area. In the bi-level optimization model, the upper-level model optimizes the maintenance time schedule by harmony search algorithm, and the below-level model gets the load transfer and load shedding scheme through the load transfer array. By the calculation and iterations between the upper-and-below level, the optimization maintenance schedule is obtained. Finally, the bi-level optimization model is simulated in a real distribution network of Taiwan and the PG&E69 test system. The simulation results demonstrate the bi-level optimization model proposed in this paper has better economy, which can reduce the total maintenance cost.
