Abstract According to the steady-state operation characteristics of voltage source converter based high voltage direct current (VSC-HVDC) technology when it supplies power to the receiving passive grid, an optimization decision method of passive grid extended black start scheme was proposed. The steady-state operation characteristics of the inverter using constant voltage control strategy were analysed in the black start process. Two indexes about quasi leading phase operation capability and its margin were put forward to reflect the absorption ability of reactive power and the suppression ability of frequency overvoltage. Taken the impacts of VSC-HVDC into consideration, an objective function that reflects overall system reactive power and VSC-HVDC steady-state operation constraints was introduced into the multi-objective optimization model. The optimal extended black-start recovery strategy was obtained by using the fast non-dominated sorting genetic algorithm (NSGA-II) and the fuzzy entropy method. The test results on the modified New England 10-unit 39-bus system and the PSCAD/EMTDC verify the superiority of VSC-HVDC in black start process.
