Abstract Wide area measurement system(WAMS) provides technology measure to effectively damp interarea low frequency oscillations in interconnected power systems, but its signal transmission delay may deteriorate damping performance and even cause system instability. In order to design flexible AC transmission systems(FACTS) damping controller in WAMS environment, a FACTS damping control model with signal transmission delay is constructed and a supplementary damping controller(SDC) intelligent optimization design method with the objective of maximizing damping ratio and delay margin is proposed. The method, based on multi-objective particle swarm optimization (MOPSO), can obtain fuzzy set based sorted Pareto solution set by adopting two-dimension Sigma leader strategy to accelerate particle searching and chaos variation operation to avoid trapping in local optima, which overcomes the disadvantages of suboptimal solution by previous controller synthesis algorithm in delay-dependent stabilization problem. Case studies on two-area four-generator interconnected power system demonstrate that FACTS damping controller obtained by the proposed method can effectively damp interarea oscillation as well as endure a certain signal transmission delay.
