电力系统扩展黑启动方案动态综合评估

Abstract The extended black-start strategy during the early recovery stage after blackout provides a novel way for restoration, and the effect assessment of different restoration plans is an important issue for extended black-start decision making. A dynamic comprehensive assessment method of extended black-start plans is proposed in the paper. Firstly, the dynamic comprehensive assessment framework of the plans is introduced, and an assessment index set is established. Then, the comprehensive weights of the indexes of different periods are determined by a hybrid weight assignment method in which the subjective weight is combined with the objective weight, and the indexes of each period are integrated by using the linear weighted model to obtain respective static assessment value. Then nonlinear entropy programming based on time degree is adopted to solve the optimal time weight of each period, and the assessment value of all periods are then reintegrated by using mixed operator model that consist of time ordered weighted averaging operator and time ordered weighted geometric averaging operator, thus obtain the final assessment result of the plans. The effectiveness of the proposed method is verified by the test results on New England 39-bus power system.
